Mali’s government has long pinned its hopes on Russian-backed solutions to tackle its worsening jihadist crisis. Yet, three years into this alliance under the Africa Corps banner—successor to the Wagner Group—the results speak for themselves: a deepening security collapse that defies expectations.

How Russia’s Africa Corps failed to secure Mali

Despite the much-touted arrival of Russian paramilitary forces, the strategic reality on the ground tells a starkly different story: not only has the jihadist threat failed to retreat, it has mutated into a more dangerous, better-armed force.

Tactical failures and strategic setbacks

The Africa Corps has struggled to deliver on its promises. Instead of defeating armed groups, it has faced repeated tactical defeats, including devastating ambushes in northern regions like Anéfis and frequent attacks on shared military bases. These setbacks have exposed critical weaknesses:

• Lack of operational effectiveness: Russian forces have failed to curb the advance of militant groups, including the Jama’a Nusrat ul-Islam wa al-Muslimin (JNIM), which continues to grow in strength and reach.
• Unchecked terrorist expansion: The JNIM, affiliated with Al-Qaeda, has expanded from northern Mali into the south, now threatening the country’s economic and institutional core—including the capital, Bamako.
• Loss of strategic advantage: With the absence of high-precision aerial intelligence, long-range projection capabilities, and advanced technical support formerly provided by Western partners, Malian Armed Forces (FAMa) and their Russian allies are left exposed and operationally handicapped.

A US-led precision approach: A viable path forward?

Amid the visible failure of the Russian model, discussions in Washington about targeted strikes against the JNIM highlight a potential game-changer. Unlike the heavy ground interventions of past decades, this strategy could offer a decisive tactical edge.

What makes US precision strikes different?

The proposed operations would leverage unmatched technological superiority to dismantle the JNIM’s command structure and dismantle its leadership—without deploying troops on the ground. Key advantages include:

• Unrivaled intelligence and targeting: Powered by advanced reconnaissance (ROIM, MALE drones, satellite imaging), the US can precisely locate high-value targets and eliminate them with minimal collateral damage.
• Immediate relief for Malian forces: By striking critical JNIM logistics hubs, these operations could reduce pressure on Malian garrisons and disrupt the spread of armed groups toward the Gulf of Guinea.
• Efficient alternative to an unsustainable model: Unlike the costly, drawn-out approach of the Africa Corps, US precision strikes offer a surgical solution capable of countering asymmetric threats without dragging Mali into a protracted conflict.
