The Beninese and German delegations concluded their bilateral strategic consultations in Cotonou on Thursday, October 8 2026, setting the stage for the intergovernmental negotiations planned in Berlin next year.
Core funding package unveiled after high-level talks
The joint session, co-chaired by Hugues O. Lokossou, Minister responsible for External Resource Mobilisation and Debt Management, and Dr Silvia Morgenroth, Director of the West Africa Division at the German Federal Ministry for Economic Cooperation and Development (BMZ), culminated in an agreement on a €15 million funding injection for Benin’s 2026 budget cycle.
Three flagship programmes to launch in 2027
The fresh funding will power three transformative programmes aligned with Benin’s Action Programme for Government (PAG).
1. Renewable-energy integration at Nangbéto
An innovative hydro-solar hybrid upgrade at the Nangbéto dam will introduce solar photovoltaic capacity, increasing the plant’s clean-energy output and grid stability.
2. SME capacity building and women-led entrepreneurship
Targeted advisory and technical services will expand to cover 400 additional SMEs, with 70% earmarked for businesses owned or co-owned by women.
3. Decentralised development governance
Local administrations will receive training in budget management, digital procurement and citizen-engagement platforms to improve service delivery in 12 municipalities.
Berlin summit confirmed for finalising long-term cooperation
Both sides reaffirmed their commitment to the rule of law, democratic principles and multilateral cooperation during the Cotonou meeting. The next formal round—scheduled for Berlin in 2027—will ratify the multi-year commitments underpinning the new partnership.
