The government of Bénin has announced plans to mobilize $14.5 billion—approximately 8,004.38 billion FCFA—to bolster the nation’s economic resilience against climate risks while accelerating its transition toward sustainable development. This initiative, outlined in the third National Determined Contribution (NDC 3.0) for the 2026–2035 period, was unveiled during a high-level meeting in Cotonou on August 4. The gathering brought together government officials, technical and financial partners, United Nations representatives, and advocates for green and inclusive growth.

The NDC 3.0 is far more than an environmental pledge—it serves as a transformative economic roadmap. The Béninois administration intends to embed climate resilience into public policies, investment strategies, and developmental choices, ensuring long-term sustainability and reduced vulnerability to extreme weather events.

The allocated funds will finance programs aimed at safeguarding critical infrastructure, protecting productive sectors, preserving natural resources, and improving living conditions for communities most exposed to climate impacts. By integrating climate considerations into national planning, Bénin seeks to mitigate financial and social disruptions caused by environmental changes.

Key sectors take center stage in climate adaptation strategy

The NDC 3.0 prioritizes several vital sectors that underpin the country’s economic stability and climate preparedness:

• Agriculture: Recognized as the backbone of Bénin’s economy, the sector faces significant climate vulnerabilities. Investments will focus on enhancing farmers’ adaptive capacities, modernizing agricultural systems, and securing value chains to ensure food security.
• Energy: The plan supports the shift toward renewable energy solutions, reducing reliance on fossil fuels and lowering greenhouse gas emissions while improving energy access.
• Water resources: Projects will address water scarcity, improve management of freshwater systems, and mitigate drought risks affecting both rural and urban populations.
• Forestry and natural ecosystems: Efforts will aim to restore degraded lands, combat deforestation, and protect biodiversity as key components of climate resilience.
• Health: Strengthening healthcare infrastructure to address climate-related health risks, such as heat stress and vector-borne diseases.
• Infrastructure and coastal zones: Upgrades to roads, bridges, and flood defenses will enhance protection against flooding, coastal erosion, and other climate-induced hazards.
