Adrien haye honored for bolstering ivorian development as afd director

The French Development Agency (AFD) representative in Côte d’Ivoire, Adrien Haye, was honored with a national order during a farewell ceremony concluding his four-year tenure. The distinction was formally presented on July 31, 2026, by the Minister of Economy, Finance, and Budget, Adama Coulibaly, at the ministry’s Plateau offices in Abidjan. The event brought together key figures including the French Ambassador to Côte d’Ivoire, Jean-Christophe Belliard, alongside AFD collaborators.

Honoring dedication to ivorian growth

Speaking on behalf of President Alassane Ouattara and Prime Minister Robert Beugré Mambé, Minister Coulibaly commended Adrien Haye’s outstanding contributions to the nation’s development. Under his leadership, the AFD significantly expanded its financial support across critical sectors, driving structural reforms and project implementation.

Minister Coulibaly highlighted Haye’s hands-on approach, noting, « Over the past four years, Mr. Haye has relentlessly pursued opportunities to strengthen Côte d’Ivoire’s economic foundation. His efforts have been instrumental in shaping financing frameworks and ensuring robust project execution since his arrival in 2022. »*

Financial milestones under haye’s leadership

During his tenure, the AFD mobilized €934 million—equivalent to 623 billion FCFA—through sovereign loans and debt relief initiatives under the Debt Reduction and Development Contract (C2D). This funding played a pivotal role in stabilizing the country’s macroeconomic environment.

Additionally, five new sovereign loan agreements totaling nearly €500 million (330 billion FCFA) were signed, complementing the third phase of the C2D aligned with the 2021–2025 National Development Plan (PND). These achievements reinforced the AFD’s position as Côte d’Ivoire’s top bilateral partner.

A personal and professional legacy

Haye, visibly moved by the rare honor—a first from a foreign state—expressed deep gratitude to Ivorian authorities. In his farewell remarks, he underscored his enduring commitment to the nation’s progress.

« The portfolio we’ve expanded together reflects our shared vision for Côte d’Ivoire’s future. I will continue advocating for its growth, » he affirmed, reaffirming his dedication beyond his official role.
