Speaking from the United Nations Security Council, James Swan, the head of MONUSCO, delivered a powerful political message to Kinshasa this Friday. He strongly encouraged all Congolese stakeholders to reach an agreement on the framework for an inclusive national dialogue. Swan underscored the critical importance of safeguarding civic space and fundamental freedoms, particularly freedom of expression and assembly, to ensure that every participant can voice their perspectives within a peaceful and secure environment.
This appeal carries significant weight, especially as a constitutional debate deeply divides the nation, and following a recent incident where the headquarters of CENCO (National Episcopal Conference of Congo) was targeted by supporters of the ruling power in Kinshasa.
Regarding the security situation, the UN diplomat commended the establishment of a national commission tasked with overseeing the reform of the security sector. He also acknowledged the ongoing process of finalizing the country’s inaugural national security policy, a crucial initiative spearheaded by the presidency.
