Dakar has taken decisive diplomatic action. Tasked by West African leaders to resolve Guinea-Bissau’s institutional deadlock, Senegal dispatched its top officials to Bissau on Thursday. The meeting’s core objective was to formalize engagement with the military-led administration and chart a course toward civilian governance restoration.

This high-stakes mission marks Guinea-Bissau’s first post-ECOWAS summit engagement. During July’s regional gathering in Freetown, the Economic Community of West African States officially designated Senegal to spearhead mediation efforts.

The delegation, led by Foreign Minister Cheikh Niang and Defense Minister Yankoba Diémé, met with Guinea-Bissau’s transitional president, General Horta Ntam. In a strategic briefing, Senegal’s top diplomat outlined a phased West African initiative designed to ‘facilitate constitutional order restoration and electoral processes.’

Following the presidential audience, Minister Niang confirmed that the mediation would unfold through multiple sequential stages, culminating with upcoming elections. Both sides agreed to maintain close coordination to finalize the launch of formal negotiations within weeks.

Guinea-Bissau’s political landscape remains frozen since the November 26, 2025 military coup, which toppled President Umaro Sissoco Embalo and halted all electoral proceedings. To thaw institutional paralysis, the junta is currently laying legal groundwork. Official sources confirm a major vote is in preparation for late August—a constitutional referendum slated for August 30, 2026—serving as the first tangible milestone in a timeline closely monitored by international observers.
