Factions linked to Boko Haram are reportedly integrating generative artificial intelligence tools into their operational strategies, according to findings from a 2026 study by the Cambridge Programme on AI Science & Policy at the University of Cambridge. Interviews with 27 former members—including mid-level commanders and technical specialists—reveal that AI systems have been used since 2023 to enhance logistical planning, coordinate attacks, and troubleshoot technical challenges.

Beyond propaganda: AI’s expanded role in militant operations

While AI has long been associated with propaganda production, the study highlights far more sophisticated applications. Former combatants describe using platforms such as ChatGPT, Claude, Gemini, Grok, Meta AI, and DeepSeek to:

  • Analyze failed attacks: Fighters input multiple attack scenarios into AI systems to identify weaknesses and refine future operations.
  • Solve technical hurdles: Troubleshooting weapon malfunctions, dismantling unexploded ordnance, and understanding military equipment—tasks that once required expert intervention—are now accelerated using AI.
  • Enhance operational security: Some users exploited AI to design improvised explosive devices and improve tactical safety protocols, though safeguards occasionally failed to block dangerous queries.
  • Streamline logistics: Planning movements, coordinating units, and organizing supply chains are reportedly more efficient with AI-assisted decision-making.

When an AI system refused to comply, militants reformulated requests, adjusted context, or switched platforms, demonstrating adaptability in bypassing restrictions.

ISIS-trained cells institutionalize AI use

Certain factions have gone beyond individual experimentation by establishing dedicated AI operational cells, staffed with engineers, arms specialists, and explosives experts. These units:

  • Act as intermediaries between field operatives and AI platforms, filtering responses to ensure relevance and security.
  • Operate under strict access controls, with computers and subscriptions restricted to vetted members to prevent leaks or surveillance.
  • Received training and equipment from ISIS-affiliated instructors, who provided laptops, encryption tools, and paid access to premium services.

The report notes that these instructors also taught techniques to circumvent AI restrictions, from refining prompts to leveraging multiple platforms. Knowledge gained was then disseminated across Boko Haram’s network.

Evaluating AI’s impact on militant capabilities

Though the study does not confirm whether AI enabled attacks that would have been impossible otherwise, it underscores how armed groups with limited resources can now access the same tools as governments and corporations. This democratization of technology reduces technical barriers in areas like translation, data analysis, maintenance, and strategic planning—accelerating learning curves and knowledge sharing.

However, the reliability of AI-generated intelligence remains a challenge. Responses may be inaccurate, incomplete, or impractical in real-world conditions. The authors warn that while AI adoption is no longer theoretical, its misuse poses evolving threats that demand collaborative solutions.

Key recommendations from the report:

  • Strengthen collaboration between developers, security agencies, and researchers to detect malicious use cases.
  • Assess protective mechanisms against structured organizations—not just individual users.
  • Invest in AI literacy programs to help users distinguish between actionable intelligence and flawed outputs.

As Boko Haram factions deepen their reliance on AI, the study warns that the technology could soon become central to their operational doctrine. The question is no longer if armed groups will use AI, but how effectively security frameworks can mitigate its weaponization.
