Senegal parliament to convene extraordinary session this monday

The Bureau of the National Assembly of Senegal has officially disclosed the decree convening an extraordinary session, marking the resumption of legislative activities this coming Monday, August 10, 2026, at 10:00 AM. Signed by the Assembly President, Ousmane Sonko, the document outlines a precise agenda in strict compliance with Article 63 of the Constitution and Article 7 of the institution’s internal regulations.

Key legislative proposals on the agenda

Deputies of the 15th Legislature will deliberate on three major draft laws:

• Draft Law No. 15/2026 – Introducing a comprehensive Labor Code to modernize employment regulations.
• Draft Law No. 16/2026 – Establishing a new Social Security Code to strengthen protections for workers.
• Draft Law No. 25/2026 – Enhancing the legal framework for safeguarding critical Information Infrastructure and digital security.

Additionally, two legislative proposals will be reviewed:

• Proposal No. 33/2026 – Aiming to amend Article 37 of the Constitution.
• Proposal No. 34/2026 – Regulating the legal framework for special credit allocations.

Six parliamentary inquiry commissions to be ratified

Among the session’s priorities is the ratification of six proposals for parliamentary inquiry commissions, addressing pressing national issues:

• Severe irregularities in land management across multiple housing developments and maritime public domains.
• Controversial state-owned property sales to private entities under questionable conditions.
• The Government of Senegal’s use of TRS-type financial mechanisms.
• Irregularities in procurement and execution of the “One Student, One Laptop” program, managed by the Ministry of Higher Education, Research, and Innovation since 2017, with an estimated cumulative commitment of 48 billion CFA francs.
• Revenue shortfalls and oversight of tax exemptions.
• Licensing and renewal conditions for fishing permits.

Per Article 3 of the decree, the extraordinary session will conclude once the agenda is fully addressed, with no modifications permitted once proceedings commence, as stipulated by the Assembly’s internal rules.
