Following a crucial working session at the Palais de la Marina led by Romuald Wadagni, the leader of the Confédération des syndicats autonomes du Bénin (CSA-Bénin), Anselme Amoussou, shared his confidence regarding the state’s new commitments. This meeting, which brought together major trade unions and representatives of the Aspirants au Métier d’Enseignant (AME), has resulted in concrete decisions that establish significant professional guarantees for local educators after years of advocacy.

Expressing appreciation for the collaborative spirit and the government’s clear resolve just ahead of the new school year, Anselme Amoussou highlighted the importance of these newly secured agreements. He noted that the constructive atmosphere of the discussions and the stance of the head of state reflect a genuine political determination to permanently resolve the challenges faced by these contract teachers.

Key achievements secured for contract teachers

The high-level consultations successfully finalized several major breakthroughs to regularize the status of these instructors. Notably, the initial requirement to undergo a new evaluation exam has been completely discarded. Instead, direct recruitment will be implemented based on credentials, classroom experience, and proven qualifications, provided the candidates have completed three consecutive contracts.

Furthermore, these educators will join the public administration under the status of Public Law Contractual Agents of Decentralized Local Authorities (ACDPCTD). This specific framework guarantees efficient joint supervision by both sector ministries and local municipalities, while significantly simplifying access to bank credits and other financial services.

On the social security front, continuous enrollment in the National Social Security Fund (CNSS) is fully maintained to prevent any administrative gaps. Additionally, the age limits have been aligned with standard Civil Service regulations—set at 35 years for categories C and D, and 40 years for categories A and B. This alignment ensures that these public servants can complete the 15 years of contributions required to qualify for a retirement pension.

Finally, the established timeline prioritizes the integration of the 2019 cohort, which represents more than half of the total workforce, before systematically expanding the regularization process to subsequent groups.

This social consensus initiates a gradual transition out of job insecurity for thousands of dedicated educators, laying a solid foundation for a peaceful and stable school year across Bénin.
