Since Ousmane Sonko stepped down as Prime Minister on May 22, 2026, the government’s administrative structure has undergone significant adjustments. The changes were formalised under decree n°2025-1431, which redistributed state services, public enterprises, and national companies among the Presidency, the Primature, and ministerial departments.
The leadership of Al Aminou Lô, who succeeded Sonko, has brought further refinements to the organisation of the Prime Minister’s office. Several key adjustments have been implemented to align the administration with the new executive’s priorities.
Strengthening the Prime Minister’s Office: new structures and responsibilities
Even before Ousmane Sonko’s departure, the government had already begun restructuring the Prime Minister’s office. Decree n°2025-1929, issued on November 27, 2025, introduced several new entities, including:
- The Reform Monitoring and Orientation Unit, tasked with tracking policy implementation;
- The Inspection of Services, responsible for overseeing administrative performance;
- The Committee for Asset Valorisation and Recycling Initiatives, established by decree n°2025-1605 on October 2, 2025;
- The Procurement Commission;
- The General Secretariat of the Government, which was expanded to include a dedicated Cabinet Council Preparation and Follow-up Unit and the National Commission for Access to Information.
Under Al Aminou Lô’s leadership, further reorganisation has taken place. The National Committee for Local Content Monitoring—previously under the Ministry of Petroleum and Mines—has been integrated into the Prime Minister’s office. Meanwhile, several units have been transferred to other ministries, including:
- The National Civil Service and Volunteering Directorate, now under the Ministry of Youth and Sports;
- The Government Information and Communication Office (BIC-Gouv), previously led by journalist Mame Gor Ngom, now under the Ministry of Communication and Institutional Relations;
- The National Observatory of Detention Centres, placed under the Ministry of Justice.
Streamlining communication and governance
Another notable change involves the government’s communication strategy. The position of Secretary of State to the Prime Minister, in charge of Institutional Relations and Government Spokesperson has been removed from the Prime Minister’s office. These responsibilities have been transferred to a full minister within the Ministry of Communication and Institutional Relations, who now serves as the official government spokesperson. This adjustment reflects a broader effort to redistribute functions between the Primature and ministerial departments while adapting the executive’s organisational structure to its strategic goals.
The latest restructuring underscores a deliberate shift in how government services are managed, with a focus on efficiency, accountability, and alignment with the new administration’s vision.
