The Senegalese Prime Minister’s Office, known as the Primature, has seen a considerable overhaul in its organizational framework following the leadership transition in May 2026. Ousmane Sonko, who served as Prime Minister since November 2025, was succeeded by Al Aminou Lô, initiating a broad reallocation of responsibilities across various state entities.

These significant modifications align with decree n°2025-1431, which outlines the distribution of state services and the oversight of public establishments, national companies, and publicly-owned corporations among the Presidency, the Primature, and various ministries.

Structural enhancements during Ousmane Sonko’s term

During his tenure at the Primature, Ousmane Sonko implemented measures to bolster the internal organization of the departments under his direct authority.

Specifically, decree n°2025-1929, issued on November 27, 2025, established several new structures designed to support governmental actions. These included the Unit for Guidance and Monitoring of Reforms, the Services Inspectorate, the Committee for Guidance and Monitoring of Asset Valorization and Recycling Initiatives, and the Procurement Commission.

Within the General Secretariat of the Government, new entities also emerged. Notable additions were a Unit for Cabinet Meeting Preparation and Monitoring of Institutional Files, alongside the National Commission for Access to Information.

New alignments under Al Aminou Lô

With the appointment of Al Aminou Lô, the Primature’s structure underwent further calibration. His cabinet notably saw an expansion with the integration of the Technical Secretariat of the National Local Content Monitoring Committee, which had previously operated under the Ministry of Petroleum and Mines.

Concurrently, several entities departed from the Primature’s purview to be integrated into other ministerial departments.

This includes the Directorate General of National Civic Service and Volunteering, which now falls under the authority of the Ministry of Youth and Sports.

BIC-Gouv transferred to the Ministry of Communication

Another pivotal shift involves the Government Information and Communication Office (BIC-Gouv), which has been transferred to the Ministry of Communication and Relations with Institutions.

This office, previously led by journalist Mame Gor Ngom, thus moves away from the direct environment of the Primature.

The National Observatory of Places of Deprivation of Liberty also experienced a change in oversight, now reporting to the Ministry of Justice.

Abolition of the Secretary of State spokesperson role

The new governmental configuration also marks the elimination of the position of “Secretary of State to the Prime Minister, responsible for Relations with Institutions and Government Spokesperson.”

Instead, the President of the Republic has opted to assign these duties to a full minister overseeing Communication and Relations with Institutions, who also assumes the vital function of Government Spokesperson.

These comprehensive reconfigurations reflect a clear intention to streamline administrative responsibilities and clarify the mandates between the Primature and the various ministerial departments.
