Côte d’Ivoire unveils landmark national territorial plan for 2045

Under the leadership of Dr. Souleymane DIARRASSOUBA, Minister of Planning and Development, a high-level national workshop convened in Abidjan to validate the study for the Côte d’Ivoire National Territorial Planning Scheme (SNAT CI-2045). The gathering brought together key stakeholders including representatives of state institutions, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media professionals.

Paving the way for sustainable development

The validation of the SNAT CI-2045 marks a critical milestone toward adopting the country’s first national territorial planning framework. This scheme will equip the Ivorian government with a robust reference tool to steer public and private investments, enhance the efficiency of public action, and foster balanced regional development across the nation.

A strategic roadmap for Côte d’Ivoire’s future

In alignment with the vision of His Excellency Alassane Ouattara, President of the Republic, the government is reinforcing its national planning framework to support the country’s economic, social, and environmental transformations. Territorial planning plays a pivotal role in this strategy by promoting balanced investment distribution, unlocking regional potential, and strengthening the coherence of development policies.

The SNAT CI-2045 serves as the foundational framework for long-term spatial development. It outlines the strategic placement of public and private investments and harmonizes the actions of the state, local authorities, and development actors by assigning each territory specific development vocations.

Dr. Souleymane DIARRASSOUBA emphasized, « The National Development Plan (NDP) 2026-2030 sets mid-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into territorial terms over the long term and will underpin future National Development Plans. Together, these frameworks ensure cohesive public action across the entire country. As the ministry overseeing territorial planning and regional and local development, our duty is to secure a place for every region in the nation’s progress. »

Five strategic pillars for resilient and inclusive growth

The validated orientations result from a rigorous, multi-scale, and participatory consultation process. Rooted in a deep analysis of the national territory, these guidelines address pressing challenges such as reducing regional disparities, managing urban growth, boosting territorial competitiveness, strengthening local governance, preserving natural resources, and deepening regional integration.

The SNAT CI-2045 envisions a Côte d’Ivoire with resilient, competitive, and prosperous territories. It is structured around five strategic axes:

• Balanced territorial development to ensure no region is left behind;
• Efficient urban and rural networks that enhance connectivity and accessibility;
• Strengthened territorial governance for more responsive local leadership;
• Performance-driven, resilient, and inclusive economy that thrives on innovation and sustainability;
• Accelerated climate transition to protect ecosystems and build climate-resilient communities.

Next steps toward national adoption

Following the validation workshop, the draft scheme will be submitted to the government for review before being presented to Parliament for adoption through the law establishing the National Territorial Planning Scheme. Once enacted, this will give Côte d’Ivoire its first national territorial planning reference, guiding state action to channel investments where they yield the greatest impact and promote balanced development nationwide.
