Côte d’Ivoire advances with national territorial planning for 2045 vision

Groundbreaking plan to reshape Côte d’Ivoire’s future

The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a pivotal national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Territorial Development Scheme (SNAT CI-2045). This landmark gathering brought together key stakeholders including government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, the private sector, civil society, academia, experts, and media representatives.

A strategic blueprint for balanced growth

This initiative marks a critical milestone toward adopting Côte d’Ivoire’s first national territorial planning framework. The SNAT CI-2045 will serve as the country’s definitive reference for guiding public and private investments, enhancing government efficiency, and fostering more balanced regional development.

Under the leadership of President Alassane Ouattara, the government is reinforcing its strategic planning framework to align with the nation’s economic, social, and environmental transformations. Territorial development stands at the core of this vision, ensuring investments are strategically distributed, regional assets are maximized, and development policies are harmonized across all areas.

Long-term vision for sustainable development

The SNAT CI-2045 will define the spatial organization of development for decades to come. It will streamline the placement of public and private investments while aligning state actions with local governance and development actors, assigning specific roles to each region based on their unique potential.

Addressing key challenges through collaborative planning

The validated orientations stem from a rigorous, multi-scale consultation process that integrated scientific rigor with broad-based participation. They are rooted in a comprehensive national territorial assessment and target critical challenges: reducing regional disparities, managing urban expansion, boosting territorial competitiveness, strengthening local governance, protecting natural resources, and deepening regional integration.

Five pillars for a resilient and prosperous Côte d’Ivoire

The SNAT CI-2045 is built on five strategic axes: fostering balanced territorial development, optimizing urban and rural networks, strengthening territorial governance, building a high-performance, resilient, and inclusive economy, and accelerating climate transition.

Following the workshop, the draft Scheme will be submitted to the Government before being presented to Parliament for adoption through the law establishing the National Territorial Development Scheme. This will grant Côte d’Ivoire its first-ever national territorial planning reference, guiding state investments toward areas where their impact will be most transformative, ultimately fostering balanced national development.
