Bénin: president romuald wadagni unveils executive governance overhaul

A significant paradigm shift is underway at the pinnacle of Bénin’s state apparatus. During his inaugural Council of Ministers session, convened on Thursday, May 28, 2026, newly invested President Romuald Wadagni initiated a substantial transformation, unveiling an unprecedented and far-reaching restructuring of executive operations. Central to this reform is a fundamental alteration in the scheduling of key governmental assemblies.

discontinuing the weekly tradition

Breaking from the entrenched custom of weekly Council of Ministers meetings, the Head of State has formally transitioned to a monthly cadence. Henceforth, the full governmental body will convene solely on the first Wednesday of each month.

This decisive choice reflects a commitment to move beyond immediate concerns, instead prioritizing a more sustained approach to public policy implementation. Nevertheless, to address any pressing matters or critical issues, the Head of State specified that extraordinary sessions could be convened whenever circumstances demand.

a three-tiered framework: enhancing efficiency and decentralization

Far from diminishing the governmental workload, this reform, as articulated by the executive, seeks to significantly enhance the state apparatus’s efficacy by establishing a more sector-focused and decentralized operational methodology. The newly introduced framework is structured around three interdependent components:

  • The Council of Ministers (Monthly): This body will serve as the primary strategic decision-making forum, concentrating on overarching political directions, significant legislative decrees, and national policy arbitrations.
  • Inter-ministerial Meetings (Bi-monthly): Designed to foster cross-cutting collaboration, these sessions will enable ministers to coordinate initiatives requiring synergy across various portfolios.
  • Sectoral Councils: These more agile and focused units are dedicated to the operational oversight of projects and the resolution of issues specific to individual ministries.

cultivating a results-oriented approach?

By reducing the frequency of the full Council of Ministers in favor of more focused working sessions, the Wadagni administration appears intent on bestowing greater autonomy—and corresponding accountability—upon government members. The implicit aim is evident: to reallocate ministers’ operational management time, often consumed by weekly Council preparations, towards accelerating the implementation of reforms on the ground.

« This initiative aims to inaugurate a new, more contemporary and performance-driven dynamic, repositioning the Council of Ministers as a venue for strategic endorsement rather than a routine administrative registry, » remarked an observer of Béninese political affairs.

This political re-entry undeniably signifies the dawn of a new era in the nation’s governance. The upcoming months will reveal how the senior administration adapts to and integrates this refreshed institutional rhythm.
