Togo-France cooperation: 395 million euros invested, new priorities set for 2026-2028

On friday 5 june 2026, the Local Development Committee (LDC) convened in Lomé to assess the partnership between Togo and France in the field of sustainable and inclusive investment, while outlining the main directions of cooperation for the 2026-2028 period.

As a consultation framework between the actors of the France team in Togo and Togolese partners, the LDC aims to strengthen the coordination of development actions in line with the country’s national priorities.

Progress in education, training and social cohesion

In recent years, several achievements have been recorded in education, training, territorial development, entrepreneurship, and the strengthening of social cohesion.

In higher education, support for the creation of the Polytechnic School of Togo, as well as the granting of 95 scholarships by the French government to Togolese students, are among the major actions. The “Studies in France” programme welcomed more than 8,200 people in 2025, with the opening of new Campus France spaces in Lomé and Kara.

The accredited French education network also experienced strong growth, rising from 857 students four years ago to more than 2,500 learners today.

Over 17,000 beneficiaries in cultural and sports sectors

Initiatives supported in the cultural and creative industries have reached more than 17,000 spectators, trained over 350 beneficiaries, and supported 24 artistic residencies.

France also supported the creation of the National Agency for Training of Local Authorities (ANFCT) as part of its backing for the decentralisation process in Togo.

395 million euros committed in essential sectors

The French Development Agency (AFD) has committed nearly 395 million euros to several structuring projects in Togo.

These investments have notably improved access to drinking water for over 552,000 people and access to electricity for approximately 125,000 beneficiaries. They also contributed to the modernisation of 49 technical and vocational training centres.

In addition, more than 600 kilometers of rural roads have been built or rehabilitated, benefiting over 500,000 agricultural producers.

Three priorities for cooperation 2026-2028

For the next three years, the France team intends to continue its support around three main axes: support for inclusive growth that creates jobs; improved access to infrastructure and essential services; and strengthening governance, human rights, and social cohesion.

Special attention will be paid to youth employability, private sector development, entrepreneurship, and the reinforcement of local governance dynamics.

The Local Development Committee also reaffirmed the importance of cross-cutting priorities such as gender equality and enhanced support for the Savanes region.

Through this dialogue framework, France reaffirms its commitment alongside Togo to promote inclusive, sustainable and solidarity-based development, in complementarity with other technical and financial partners.
