Senegal opens investigation into former minister over un appointment rumors

The Public Prosecutor’s Office in Dakar has initiated a formal inquiry targeting Thierno Lô, a former minister and prominent member of the Alliance for the Republic (APR), following allegations regarding the abandoned candidacy of former President Macky Sall for a United Nations position. The Urban Security unit of Senegal’s capital has been tasked with carrying out the investigation, as disclosed by local media reports.

Dakar prosecutor leads formal investigation

The probe was launched at the instruction of the Dakar Regional Court prosecutor. Investigators from the Urban Security unit, a specialized branch of the judicial police, have been tasked with examining the circumstances surrounding claims that the former Senegalese head of state was nominated for a UN role. Thierno Lô, a long-time ally of Macky Sall and former minister, has drawn scrutiny from prosecutors due to his public statements on the matter.

The inquiry follows weeks of contentious media reports suggesting a potential international bid by the former president. What began as a public debate has now escalated into a judicial matter, with prosecutors seeking to verify the authenticity of the claims and identify those responsible for spreading them.

Former APR heavyweight under judicial spotlight

As a key figure in the party founded by Macky Sall, Thierno Lô served in multiple ministerial roles during the 12 years of APR governance. His summoning for questioning represents another step in the post-election judicial pressure on figures from the previous administration. Several ex-ministers and senior officials have already been questioned, investigated, or placed under provisional measures in separate cases, ranging from public fund mismanagement to infrastructure contract disputes.

Investigators aim to uncover the origins of the claims about a supposed UN appointment for the former president. Senegalese authorities are assessing whether these statements were part of routine political discourse or if they could constitute the dissemination of false information, an offense under Senegalese law often cited in opinion-related disputes.

A politically charged case in Senegal’s capital

Beyond its legal implications, the case carries significant political weight. Macky Sall, who left office in April 2024 and now resides abroad, remains a key figure for parts of Senegal’s opposition. The current administration, led by President Bassirou Diomaye Faye and Prime Minister Ousmane Sonko, has positioned accountability as a cornerstone of its agenda. Multiple legal proceedings have been launched against the former government, amid ongoing debates over the separation of powers and the independence of the judiciary.

The diplomatic sphere is also indirectly involved. Any discussion of a UN role for a former head of state inherently engages Senegal’s diplomatic relations with the UN Secretariat and partner nations. An unsubstantiated rumor, if proven false through investigation, could be seen as an attempt to influence domestic politics by invoking an international platform.

The next steps remain uncertain. Thierno Lô and other potential witnesses have not publicly outlined their defense strategies, and the prosecutor’s office has not disclosed the timeline for upcoming hearings or the specific charges under consideration. The case’s progression will be closely monitored in Dakar and across West African capitals, offering insights into the post-transition dynamics in Senegal.
