Dncg imposes salary and transfer fee caps on Marseille, Lyon stays in Ligue 1

France’s national financial watchdog for professional football has announced restrictions for Olympique de Marseille and Olympique Lyonnais ahead of the 2026-2027 season.

Both clubs had been under close watch, and the verdict arrived this Friday. The Direction Nationale du Contrôle de Gestion (DNCG) has revealed the restrictions Olympique de Marseille and Olympique Lyonnais must follow during the 2026-2027 Ligue 1 campaign. For Marseille, France’s top-flight financial authority ruled for a “salary cap and transfer indemnity cap.”

Lyon, meanwhile, faces a “salary cap tied to the budget recovery following the club’s change of control.” This announcement came after the professional club control commission reviewed each team’s situation for the next season. During a press conference, Michele Kang confirmed Lyon’s place in Ligue 1 and that she becomes the majority shareholder of the Rhône-based club.

Marseille already penalised by Uefa

For Marseille, this decision lands less than ten days after Uefa slapped a €10 million fine for breaching financial fair-play rules. The southern club knew it was in the crosshairs of French football’s financial watchdog.

Earlier this week, the DNCG stated it had requested “additional elements” from Marseille, whose finances were weakened by a difficult 2025-2026 season on all fronts. In 2021 and again in 2023, the club had already been subject to a salary cap.
