Côte d’Ivoire adopts national spatial planning framework for 2045 growth

The Minister of Planning and Development, Dr. Souleymane DIARRASSOUBA, led a landmark national workshop in Abidjan to validate the study for Côte d’Ivoire’s National Spatial Planning Framework (SNAT CI-2045). The gathering brought together representatives from government institutions, prefectural bodies, local authorities, technical and financial partners, public administrations, private sector players, civil society, academia, experts, and the media.

This pivotal session marks a critical milestone toward adopting Côte d’Ivoire’s first-ever national territorial planning reference. The SNAT CI-2045 will equip the State with a robust framework to guide public and private investments sustainably, enhance the efficiency of government action, and promote more balanced regional development across the country.

Under the leadership of His Excellency Alassane Ouattara, President of the Republic, the Government is advancing its national strategic planning system to align with Côte d’Ivoire’s economic, social, and environmental transformations. Spatial planning plays a central role in this vision by ensuring investments are distributed more evenly, unlocking each region’s potential, and reinforcing the coherence of development policies.

The SNAT CI-2045 serves as the long-term blueprint for spatial development, structuring the strategic placement of public and private investments. It harmonizes efforts between the State, local governments, and development stakeholders by assigning specific economic vocations to different territories. This framework ensures that every region contributes meaningfully to the nation’s progress.

« The 2026-2030 National Development Plan (PND) sets medium-term priorities and investments for national growth. The SNAT CI-2045 translates these priorities into a territorial context, ensuring long-term alignment. It will also serve as the foundation for future National Development Plans. Together, these two frameworks enable cohesive public action across Côte d’Ivoire. Our mandate, as the ministry overseeing territorial planning and regional development, is to ensure every territory plays its part in the nation’s progress, » stated Dr. Souleymane DIARRASSOUBA.

The validated proposals represent the culmination of a rigorous, multi-scale consultation process that is both scientific and participatory. They are rooted in a comprehensive national territorial diagnosis and address key challenges, including reducing regional disparities, managing urbanization, boosting territorial competitiveness, improving local governance, preserving natural resources, and strengthening regional integration.

The SNAT CI-2045 embodies an ambitious vision for a Côte d’Ivoire where territories are resilient, competitive, and collectively prosperous. It is built on five strategic pillars: balanced territorial development, an optimized urban-rural network, stronger territorial governance, a high-performance and inclusive economy, and accelerated climate transition.

Following the workshop, the draft framework will be submitted to the Government and later to Parliament for adoption into law. Once finalized, Côte d’Ivoire will have its first national territorial planning reference, guiding State action to channel investments where they will have the greatest impact and foster more equitable nationwide development.
