What has become of President Paul Biya? This question looms over Cameroon as civil society groups and opposition parties voice growing concerns about his prolonged absence. At 93 years old, Africa’s oldest serving leader was controversially re-elected in 2025, yet he has not been seen in public for more than two months.

Since departing Yaoundé on June 7, Biya has been operating from Geneva, Switzerland, where he claims to be on a “brief private visit.” This marks the first time in his 44-year tenure that his overseas private trips have exceeded 50 days. Critics argue the situation highlights deep-seated issues in the country’s leadership. “Cameroon continues to function with its head upside down—governed by the world’s oldest president who spends more time abroad than in his own palace,” a leading daily remarked.

Despite his absence, Cameroon’s presidency continues to issue official decrees under Biya’s signature. Most recently, on August 3, a batch of presidential orders—signed in Geneva—reshuffled the military, appointing key officers to critical positions. The move raises questions not only about the symbolism of governance from abroad but also about the real power brokers steering the country’s affairs.
