The government has officially released the names of the first individuals set to occupy seats as ex-officio members in this newly created institution. This institutional milestone follows the constitutional revision enacted in November 2025, which introduced a second chamber to the parliament of Bénin. According to the approved list, former presidents Nicéphore Soglo, Boni Yayi, and Patrice Talon are designated to join the Senate due to their prior service as national leaders.
The legislative body will also include several veteran parliamentarians. Notable names include Adrien Houngbédji, Bruno Amoussou, Idji Kolawolé, and Mathurin Nago, all of whom previously led the National Assembly. Their transition into the Senate aligns with the legal framework governing the composition of this new high office.
Furthermore, the judiciary’s former top officials will have a presence. The list includes Théodore Holo, Robert Dossou, Amouda Issifou, and Élisabeth Pognon, all former presidents of the Constitutional Court. Their inclusion is mandated by the 2025 reforms, which specify that former heads of these key institutions who served at least half of their terms are entitled to sit in the Senate.
The Senate’s dual structure involves both ex-officio members and representatives selected through specific procedures defined by law. This second chamber aims to strengthen the legislative framework of Bénin following the recent constitutional evolution.
