In a landmark gathering held in Cotonou on July 23, 2026, the Institute of Artisans for Justice and Peace (IAJP) brought together religious leaders, political figures, and civil society representatives for a pivotal conference titled “Rule of Law and Political Alternation in Africa: A Critical Pillar for Stability and Growth.”
The event, presided over by His Grace Roger Houngbédji, Archbishop of Cotonou and President of the Bénin Episcopal Conference, opened a vital dialogue on the future of governance and sustainable development across the continent.
Strengthening Institutions for Lasting Progress
Mgr Houngbédji opened with a bold assertion: Africa’s progress hinges not only on economic resources but on the strength of its institutions. To foster long-term growth, he called for deeper commitment to the rule of law, transparent governance, and an independent judiciary. These pillars, he argued, are essential for building trust and enabling citizens to thrive.
Bénin’s Reform Journey: Progress and Ongoing Challenges
The Archbishop highlighted Bénin’s recent reforms as a case study in institutional renewal. He praised initiatives such as the creation of the Commercial Court, modernization of business law, and establishment of the Court for the Repression of Economic and Terrorist Offenses (Criet). These measures have enhanced the country’s standing in global competitiveness rankings.
Yet, he cautioned against complacency. While economic indicators have improved, concerns remain over public freedoms, judicial independence, and democratic consolidation. True progress, he stressed, requires more than GDP growth—it demands a society where rights are protected and justice is accessible to all.
Human Development as the Core of Policy
Drawing from Catholic Social Teaching, Mgr Houngbédji emphasized integral human development as the cornerstone of effective governance. He urged policymakers to move beyond profit-driven metrics and prioritize policies that improve daily living conditions, uphold social justice, and preserve human dignity for every citizen.
The Church’s Role in Peacebuilding
Reflecting on the Church’s role in Bénin’s political landscape, the Archbishop recalled its long-standing tradition of mediation during periods of national tension—from the 2019 postelection crisis to calls for dialogue ahead of the 2026 elections. While the Church does not seek to replace state institutions, it actively fosters reconciliation and national cohesion, acting as a bridge between communities and authorities.
In closing, Mgr Houngbédji appealed to African leaders to harmonize economic efficiency with justice, pluralism, and respect for fundamental rights. Only through such a balanced approach, he concluded, can the continent achieve inclusive and sustainable development.
