Benin decentralises health worker management to local councils

Benin has taken a significant step toward strengthening its healthcare system by transferring administrative and financial oversight of 2025 cohort contract health workers to the country’s 77 municipalities. This strategic move aims to enhance local governance while improving working conditions for medical staff serving at the grassroots level.

Ministerial approval paves the way for local control

The landmark decision was formalised through a circular issued on 23 July 2026 by the Minister of Decentralisation and Local Governance, Rodrigue Sèwènan Chaou. By placing these responsibilities directly in the hands of municipal authorities, the government seeks to create a more responsive system that aligns with community needs while ensuring consistent funding and administrative support for healthcare personnel.

Key benefits for healthcare workers and communities

The transition brings tangible advantages for both medical professionals and patients. Contract health workers will now receive their salaries by the 20th of each month, mirroring the payment schedule of state civil servants. This regularity eliminates payment delays and provides financial stability to staff operating in remote areas.

Additionally, municipal governments are now responsible for managing the medical coverage of these workers. This decentralised approach accelerates claim processing and ensures faster access to healthcare services for frontline medical personnel, which in turn improves service delivery across Benin’s 77 communes.
