
The Committee for Public Policy Evaluation (CEPP) is tasked with organizing, conducting, and monitoring parliamentary assessments of public policies. This initiative aims to enhance the scrutiny of governmental actions and improve the effectiveness of implemented strategies.
Senegal’s National Assembly recently took a significant step toward bolstering its legislative oversight capabilities. On Friday, August 21, 2026, deputies convened for the inaugural meeting of the Committee for Public Policy Evaluation (CEPP), focusing on its official establishment and the election of its executive board.
This formal launch marks a pivotal moment in Senegalese parliamentary life. The framework for evaluating public policies, initially outlined in the 2016 constitutional revision, is now fully operational within the National Assembly. The CEPP’s core mandate involves systematically structuring, executing, and overseeing parliamentary evaluations of public policies, thereby reinforcing the accountability of public administration and optimizing the impact of governmental programs.
Establishing the Committee for Public Policy Evaluation
The committee is composed of several key parliamentary figures: the President of the National Assembly, the leaders of all parliamentary groups, the representative for non-affiliated deputies, the presidents of the 14 permanent commissions, and an additional nine deputies along with their alternates. These additional members are appointed based on proportional representation of the officially recognized parliamentary groups, also taking into account nominations from non-affiliated deputies.
Following its initial session, the CEPP’s Bureau was officially formed. Ousmane Sonko, who also serves as the President of the National Assembly, was appointed to chair the committee. He will be supported by Mohamed Sall, who assumes the role of First Vice-President, and Djimo Souaré, designated as Second Vice-President. Béatrice Germaine Faye has been named First Secretary, while Adama Diallo will serve as Second Secretary.
Through the establishment of this vital committee, the National Assembly intends to provide a tangible dimension to parliamentary assessment of public policies, thereby solidifying its essential role in monitoring governmental performance across Senegal.
