The administration led by General Abdourahamane Tiani is advancing a sweeping administrative reform to counter the persistent threat of jihadist groups across Niger. Since assuming power in July 2023, the transitional government has prioritized security and state presence in vulnerable regions. On May 12, 2026, the Ministry of Interior, Public Security, and Territorial Administration unveiled a proposal to expand the country’s administrative structure from 8 to 19 regions and from 63 to 82 departments. Presented to the members of the Consultative Council for Refoundation (CCR) by Abdoulkader Hama, Director General of Territorial Administration, the plan aligns with the broader refoundation strategy spearheaded by Tiani and his Interior Minister, General Mohamed Toumba.
