Diplomatic priorities outlined during legislative session closure

The Chamber of Representatives has placed foreign relations and parliamentary diplomacy at the heart of its actions throughout the 11th legislative session. This was emphasized by Rachid Talbi Alami during the closing of the second session of the 2025-2026 legislative year.

In his address, Talbi Alami underscored that this strategy is rooted in a rigorous political and diplomatic vision, particularly regarding the management of the Moroccan Sahara dossier. He described this issue as the top priority of Moroccan parliamentary diplomacy and the key criterion guiding the Kingdom’s relations with its international partners.

UN resolution marks a turning point

The President of the Chamber also highlighted the adoption of UN Security Council Resolution 2797 on July 31, 2025, calling it a “decisive turning point” in addressing the dispute over the Moroccan Sahara. He noted that this resolution strengthened Morocco’s position by acknowledging the historical reality of the region and bolstering international support for the Kingdom’s historical rights over its southern provinces.

Parliamentary action amplifies royal initiatives

Talbi Alami further revealed that the Chamber of Representatives has worked to complement major royal initiatives on both international and African levels. He specifically mentioned initiatives aimed at coastal African states bordering the Atlantic and those facilitating access to the Atlantic Ocean for landlocked African nations.

The President also highlighted Morocco’s commitment to peace, coexistence, and environmental protection, pointing to the regular organization of international congresses and forums hosted by the Kingdom. He noted that these events have led to the adoption of eleven international parliamentary reference documents, including several global declarations, during the current legislative term.

Strengthening partnerships and global presence

Talbi Alami stressed the importance of building on these achievements by consolidating Morocco’s presence within multilateral parliamentary organizations. He also advocated for developing bilateral cooperation through agreements and forums designed to foster sustainable partnerships and mutual trust.

He highlighted the role of international cooperation programs as a key driver for the Chamber of Representatives. These programs have created new dialogue spaces, facilitated the exchange of best practices with leading parliaments, shared expertise, and promoted Morocco’s democratic model.

The President concluded by emphasizing that the Chamber of Representatives is among the few parliaments worldwide to have developed, adopted, and published practical guides and reference documents on parliamentary action through a comparative approach.
