The National Anti-Corruption Week for 2025 officially commenced on December 9, 2025, in Bamako. Mamoudou Kassogué, the Minister of Justice and Human Rights, inaugurated this significant event. Designed to inform the public about ongoing efforts to combat corruption, the initiative retained its powerful previous year’s theme: “Uniting with youth against corruption: shaping tomorrow’s integrity.”
During his address, Minister Kassogué underscored the critical need for a collective mobilization against the “immeasurable” repercussions of corruption. He referenced former UN Secretary-General Kofi Annan, who characterized corruption as an “insidious evil” that erodes democracy, undermines the rule of law, and paves the way for organized crime and terrorism.
🎯 Transition government’s political priority
The observance of this international day, established by the UN on December 9th, serves as a powerful testament to the political resolve of the highest Transitional Authorities, specifically General d’armée Assimi Goïta. Their commitment is to wage an “unrelenting and irreversible” battle against this pervasive scourge.
This week-long initiative is an integral part of a broader state reconstruction process, demanding a fundamental shift in paradigms for public administration and fostering a citizenry imbued with principles of integrity and patriotism.
Youth: the vanguard of change
The chosen theme emphasizes the generational responsibility of Malian youth, who are expected to act as the “spearhead” in overcoming resistance and driving the transformation process. Minister Kassogué commended the “remarkable” engagement of youth movements in support of this vital cause.
🛡️ Judicial response: PNEF and ARGASC for deterrence
The Ministry of Justice reiterates its unwavering commitment to implementing comprehensive judicial reforms aimed at enhancing the effectiveness of the fight against economic and financial delinquency:
The National Economic and Financial Hub (PNEF): This entity is dedicated to prosecuting financial offenders through the deployment of modern investigative techniques and resources.
The Agency for the Recovery and Management of Seized or Confiscated Assets (ARGASC): Its primary focus is on the repatriation of substantial sums and assets illegally diverted from state coffers.
Deterrent mechanism: “The synergistic efforts of the PNEF and ARGASC will serve to bolster the deterrent effect against corruption and economic-financial delinquency, ensuring that the proceeds of crime can no longer benefit the perpetrator.”
New Penal Code innovations
Forthcoming provisions are set to fortify judicial actions, specifically including:
The imprescriptibility of criminal offenses pertaining to economic and financial misconduct involving public assets.
The abolition of parliamentary privileges and immunities.
Enhanced protection for whistleblowers, witnesses, experts, and victims.
Modernization tools
Additional instruments are being rolled out to streamline and enhance anti-corruption efforts:
The toll-free “Binkani Kunafoni” green line (3611), now available to citizens for reporting corrupt practices.
The imminent full operationalization of the judicial IT platform, following a successful testing phase, designed for the digitization of legal files and to counter corrupt activities.
🤝 Call for inter-institutional coordination
The minister emphasized the imperative for strengthened collaboration and cooperation among various state entities with complementary mandates, including:
The Central Office for Combating Illicit Enrichment (OCLEI).
The Office of the Auditor General (BVG).
The Court of Accounts (established from the former Accounts Section of the Supreme Court following the adoption of the 2023 Constitution).
He further affirmed that the initiative to establish a dedicated framework for consultation and coordination among all these bodies would be advanced “without delay.”
