Mali offers rewards for leaders of JNIM and FLA amid rising insecurity

Iyad Ag Ghaly, a former Tuareg rebel and ex-Malian diplomat, now leads the Jamaat Nusrat al-Islam wal Muslimeen (JNIM), an alliance formed in 2017. His name resonates across the Sahel as the most wanted figure, facing United Nations sanctions, a U.S. terrorism designation, and an International Criminal Court (ICC) arrest warrant for alleged war crimes and crimes against humanity.

escalating attacks threaten Mali’s fragile security

Mali’s security landscape has deteriorated sharply following coordinated assaults on April 25 and 26 by JNIM jihadists in collaboration with the predominantly Tuareg Front de Libération de l’Azawad (FLA). These coordinated strikes targeted key positions held by the Bamako-based military junta, including a devastating attack that claimed the life of Defense Minister Sadio Camara, aged 47, a central figure in the transitional government.

government announces financial incentives for armed group leaders

In response to the surge in violence, the Malian government has unveiled a bounty program targeting seven high-profile figures linked to armed groups. The initiative includes rewards for:

  • Amadou Kouffa, a senior JNIM commander, valued at €2.2 million;
  • Alghabass Ag Intalla, a FLA leader;
  • Bilal Ag Cherif, another FLA commander;
  • Four additional individuals suspected of orchestrating or participating in recent attacks.

The official announcement, broadcast on national television, outlined the terms: financial compensation will be granted to anyone providing verifiable, actionable intelligence leading to the capture or elimination of the listed individuals. Authorities emphasized their determination to dismantle terrorist networks threatening national stability.

a decade of turmoil fuels ongoing violence

Since 2012, Mali has grappled with a severe security vacuum, exacerbated by the activities of JNIM, the Islamic State’s regional affiliate, and various armed criminal factions. The latest offensive underscores the persistent challenge of restoring peace in a country where state authority continues to erode.
