High-level franco-moroccan talks set to boost strategic ties

France and Morocco gear up for landmark high-level talks in Rabat

French Prime Minister Sébastien Lecornu will lead a high-powered delegation of twelve ministers to Rabat today for the 15th edition of the Franco-Moroccan High-Level Meeting, a pivotal event designed to inject fresh momentum into the deep-rooted strategic partnership between the two nations.

An unprecedented ministerial delegation

The French delegation includes heavyweight ministers such as Laurent Nunez (Interior), Catherine Vautrin (Armed Forces and Veterans Affairs), Roland Lescure (Economy, Finance and Industrial, Energy and Digital Sovereignty), and Jean-Noël Barrot (Europe and Foreign Affairs), among others. Their counterparts will also be joined by Christian Cambon, Chair of the France-Morocco Friendship Group in the Senate, as well as Karim Ben Cheikh, a key parliamentary figure in the bilateral relationship.

Reinforcing a decades-old partnership

The meeting, hosted at the Moroccan Ministry of Foreign Affairs, marks the resumption of a dialogue mechanism established in 1997, with the last session held in Paris in late 2019. This gathering follows the signing of the Enhanced Exceptional Partnership between King Mohammed VI and President Emmanuel Macron in October 2024, aimed at consolidating cooperation across multiple sectors.

Key focus areas for deepened collaboration

The discussions will cover a broad agenda, including:

  • Internal security and strategies to combat irregular migration, organized crime, and drug trafficking;
  • Cultural exchanges, agricultural development, and infrastructure projects;
  • Administrative modernization, artificial intelligence, and defense industries;
  • Preparations for the 2030 FIFA World Cup, co-hosted by Morocco, Spain, and Portugal.

Economic initiatives are already underway, such as the expansion of Safran Electronics & Defense’s industrial site and Alstom’s new manufacturing venture in Fès.

Anticipated outcomes and strategic agreements

The summit will feature bilateral talks between the two Prime Ministers, sector-specific ministerial meetings, and a plenary session to outline shared priorities. One of the highlights will be the signing of approximately fifteen agreements in critical areas such as:

  • Decentralized cooperation;
  • Development of the Rabat Region Express Rail (RER);
  • Water resource management;
  • Regional development in the Casablanca-Settat area;
  • Aviation, cinema, and artist residencies;
  • Expansion of Arabic language and history-geography curricula in French schools.

These outcomes are expected to lay the groundwork for a future bilateral treaty, further solidifying the long-term alliance between France and Morocco ahead of the King’s upcoming state visit to France.
