France and Morocco deepen strategic ties with new agreements

A high-level meeting in Rabat has set the stage for a new chapter in Franco-Moroccan relations. During an official visit, French Prime Minister Sébastien Lecornu underscored the need to elevate bilateral cooperation, highlighting security, counterterrorism, and shared initiatives across Africa as key priorities.

A partnership poised for expansion

Opening the 15th High-Level Meeting between France and Morocco, Sébastien Lecornu described the gathering as a “pivotal moment” in bilateral ties. He emphasized the need to “scale up” cooperation, particularly in security, counterterrorism, and joint projects across the continent. Morocco’s Prime Minister Aziz Akhannouch echoed this sentiment, stressing the importance of “accelerating the implementation” of commitments made under the exceptional strengthened partnership signed in 2024.

Fifteen agreements on the horizon

Both governments are set to finalize around fifteen agreements spanning economic, security, migration, cultural, and defense sectors. Key initiatives include the development of a Regional Express Rail (RER) line in Rabat, defense partnerships, and expanded cultural exchanges. The visit may also pave the way for a future state visit by King Mohammed VI to France, potentially culminating in the signing of a groundbreaking friendship treaty—described by Lecornu as “unprecedented.”

Strategic alignment despite controversies

The visit follows a period of stabilized relations since France’s 2024 recognition of Morocco’s sovereignty over Western Sahara. However, the trip coincides with fresh allegations from a media consortium regarding Morocco’s alleged use of the Pegasus spyware. Neither the French government nor the Ministry for Europe and Foreign Affairs has commented on these claims, reaffirming their commitment to deepening ties with Rabat.
