On Monday, Ugandan President Yoweri Museveni welcomed Floribert Anzuluni Isiloketshi, the Democratic Republic of the Congo’s (DRC) Minister of Regional Integration and special envoy, at his Kisozi farm. The meeting centered on the escalating security crisis in eastern DRC and collaborative regional efforts to restore peace and stability in the Great Lakes area.
In a statement on X, President Museveni highlighted the importance of addressing shared concerns, emphasizing the need for sustained peace in the region. « This morning, I received Mr. Floribert Anzuluni Isiloketshi, the special envoy of the DRC. We discussed critical regional matters, particularly the security situation in eastern DRC. Peace and stability in our region are vital for the prosperity of our people, and we will continue working with regional partners to tackle the challenges facing the eastern Congo », he stated.
Floribert Anzuluni reciprocated the sentiment, expressing gratitude for President Museveni’s warm reception and acknowledging Uganda’s commitment to peace in eastern DRC. « I extend my thanks to President Museveni for his hospitality. His dedication to restoring stability in eastern DRC is commendable », he remarked.

The discussions come at a time when North Kivu, South Kivu, and Ituri provinces face persistent insecurity. Armed groups, including the M23 and the Allied Democratic Forces (ADF), continue to drive civilian displacement and undermine stabilization efforts led by Congolese authorities. As the president’s special envoy, Floribert Anzuluni is tasked with reinforcing diplomatic ties and rallying regional support for long-term peace initiatives.

Since November 2021, the DRC’s Armed Forces (FARDC) and Uganda’s People’s Defence Forces (UPDF) have jointly conducted Operation Shujaa, targeting ADF militants responsible for attacks on civilians. This military collaboration has been renewed multiple times and remains a cornerstone in the fight against armed groups.
Beyond security, the two nations are also advancing economic partnerships, particularly through cross-border road infrastructure projects aimed at boosting trade and regional integration.
By reaffirming their commitment to regional cooperation, Kinshasa and Kampala underscore their resolve to adopt a unified approach in tackling the security threats that continue to destabilize eastern DRC and the broader Great Lakes region.
