Côte d’Ivoire unveils long-term territorial development plan to 2045

The Minister of Planning and Development, Dr. Souleymane DiarraSSouba, chaired a pivotal national workshop in Abidjan to validate the study for the National Territorial Development Framework (SNAT CI-2045). The event brought together key stakeholders including government institutions, prefectural officials, local authorities, technical and financial partners, public administrations, private sector representatives, civil society, academics, experts, and media professionals.

Setting the foundation for Côte d’Ivoire’s sustainable growth

This milestone paves the way for the adoption of the nation’s first-ever national territorial planning reference document. The SNAT CI-2045 will equip the Ivorian government with a robust framework to steer public and private investments, enhance the effectiveness of state interventions, and promote balanced regional development across the country.

Strategic vision under presidential leadership

Under the leadership of His Excellency President Alassane Ouattara, the Government of Côte d’Ivoire continues to strengthen its strategic planning mechanisms. These efforts aim to support the country’s ongoing economic, social, and environmental transformations, with territorial planning playing a central role in achieving these goals.

The SNAT CI-2045 is designed to foster a more balanced distribution of investments, unlock the potential of each region, and align development policies for greater coherence. It serves as the long-term spatial development blueprint, guiding the strategic placement of public and private investments while harmonizing the actions of national, regional, and local authorities. Each territory is allocated specific development roles to maximize its contribution to national progress.

“The National Development Plan 2026–2030 sets medium-term priorities and investment targets for national growth. The SNAT CI-2045 translates these goals into a territorial strategy for the long term and will underpin future National Development Plans. Together, these frameworks ensure a cohesive public policy approach across Côte d’Ivoire. As the ministry responsible for territorial planning and regional development, our mission is to ensure every region plays its part in the nation’s progress,” explained Dr. Souleymane DiarraSSouba.

From diagnosis to actionable strategy

The validated orientations result from a rigorous, multi-scale consultation process that integrates scientific rigor and broad participation. They are grounded in a comprehensive national territorial analysis and address critical challenges such as reducing regional disparities, managing urban expansion, boosting local economic competitiveness, improving governance, preserving natural resources, and deepening regional integration.

The SNAT CI-2045 outlines five strategic axes:

Next steps: from workshop to law

Following the workshop, the draft framework will be submitted to the Government. Once approved, it will be forwarded to Parliament for the adoption of the law establishing the National Territorial Development Framework. This landmark legislation will provide Côte d’Ivoire with its first national territorial planning reference, guiding state action to direct investments toward areas where their impact will be most transformative, fostering balanced development nationwide.
