Congo dialogue national: le psdv outlines its vision for an inclusive political process

The Parti Social-Démocrate Vert (PSDV) has closely monitored the announcement of an upcoming inclusive national political dialogue in the Democratic Republic of the Congo (DRC).

The party warmly welcomes the Head of State’s expressed commitment to engage in consultations with all social and political forces across the nation. This initiative aims to reinforce national cohesion by prioritizing collective reflection—an essential step in safeguarding the country’s sovereignty and territorial integrity, both of which are currently under severe strain due to external aggression.

The PSDV emphasizes that the root cause of the crisis cannot be overlooked: the unjust aggression being waged against our nation.

To ensure the success and effectiveness of this dialogue, the PSDV has outlined key recommendations as guiding principles for the process:

Core objectives

While acknowledging other critical domestic issues, the primary focus of this national consultation must be the formation of a broad patriotic alliance to counter the aggression threatening our country.

Conduct of the dialogue

• Location: The discussions must be held on national soil, reaffirming the sovereignty of the DRC in every aspect of the process.
• Participation: The PSDV reaffirms its commitment to inclusivity, provided it aligns with realistic and structured participation modalities that comply with the DRC’s international commitments.

The dialogue will bring together representatives from the ruling political majority, unarmed opposition groups, and civil society. Additionally, individual political figures will be included to ensure comprehensive representation.

Regarding armed opposition factions, the PSDV supports their continued participation in negotiations with government representatives outside the country. These parallel discussions should prioritize the rigorous implementation of commitments made under the Doha process (disarmament, demobilization, and reintegration of armed groups) and the Washington Agreement. This should not detract from the urgent implementation of binding obligations outlined in United Nations Security Council Resolution 2773, a critical roadmap for a durable resolution to the conflict.

Moderation and facilitation

The PSDV insists that the Head of State must play a central role in overseeing the dialogue, given his constitutional mandate as the representative of the nation and symbol of national unity, as outlined in Article 69 of the Constitution. He should designate a facilitator with sufficient credibility among all stakeholders to lead the process. This facilitator will collaborate with representatives of religious institutions—including Catholic, Protestant, Kimbanguist, Muslim, and Revival Churches of Congo—to address specific tasks.

International observation

The PSDV calls for the presence of representatives from the African Union and United Nations as observers, given their direct involvement in the crisis-resolution process. Key dialogue outcomes will be presented to these institutions for advocacy purposes, particularly to push for the effective implementation of UN Security Council Resolution 2773.

The PSDV reaffirms its readiness to contribute to the success of this dialogue and its unwavering commitment to the recovery of territorial integrity and the sacred defense of the nation.
