Bénin takes center stage in international maritime expertise

The Bénin is making significant strides in addressing coastal and Gulf of Guinea challenges through the OPERA (Ocean Prediction Enhancement in Regions of Africa) project. This international training program, focused on ocean forecasting fundamentals, has successfully engaged nearly 1,200 participants worldwide, with local universities and researchers playing a pivotal role.

A national academic engine for global impact

The initiative, spearheaded locally by the UNESCO / CIPMA Chair at the Université d’Abomey-Calavi (UAC), features a seven-week online course (MOOC) that highlights the country’s leadership in strengthening scientific capabilities. Out of 1,162 registrants from 111 countries, Bénin led in representation, showcasing the strong involvement of its educators, students, and environmental managers.

Dr. Frédéric Bonou, researcher and lecturer at UAC, shared his perspective: « What makes this course remarkable is its practical approach. Each module is designed to help learners immediately connect theoretical knowledge to real-world challenges—whether they are fishermen, coastal managers, or scientists. »

Advanced tools for coastal protection and sustainable fishing

Over 21 hours of interactive sessions, participants explored cutting-edge technologies, including satellite observation, Argo floats, and advanced numerical models. The goal is clear: equip local stakeholders with actionable skills to tackle pressing issues.

Key focus areas include:

• Coastal erosion prevention: Enhancing wave and tide forecasting to safeguard the shoreline.
• Sustainable fisheries management: Mapping and predicting high-yield fishing zones.
• Maritime security: Strengthening surveillance of Bénin’s territorial waters and pollution risk management.

A select group of 500 learners received personalized mentorship, culminating in an academic certification awarded by the UNESCO Chair at UAC and the Université de Toulouse.

A strategic partnership backed by the European Union

The program’s success stems from a robust collaboration between the Université d’Abomey-Calavi, the Gulf of Guinea Ocean Sciences Summer School (GGOSSS) network, and Mercator Ocean International, with funding from the European Union under the Arc X / Global Gateway initiative.

By positioning its youth and volunteer scientists at the heart of this international expert network—comprising researchers from Bénin, France, the United States, and Spain—the country is reinforcing its commitment to making ocean science a sovereign tool for sustainable development and the protection of its maritime domain.
