Chad’s Housing Minister inspected anti-flood infrastructures as part of PILIER project assessments, despite recent vandalism incidents affecting critical components.

With the rainy season approaching, Chad’s Minister of Territorial Planning, Urban Development and Housing, Mahamat Assileck Halata, conducted an on-site assessment on June 25, 2026, of multiple flood prevention infrastructures under the Integrated Project for Flood Control and Urban Resilience (PILIER) in N’Djamena.

The ministerial delegation visited key facilities including the Lamadji pumping station in the 10th district, Chagoua’s municipal warehouse, Ndjari canal, Toumaï Palace drainage channels, wastewater treatment plant, Pedro site, and ongoing roadwork projects. A stop was also made at the 7th district’s municipal warehouse to review flood control equipment and deployment strategies.

Assessing operational readiness amid challenges

The inspection forms part of ongoing government efforts to mitigate flood risks before the heavy rains hit. Following recent flooding events, authorities evaluated the condition of newly completed structures supported by the World Bank. At Lamadji pumping station, Minister Halata raised concerns about the theft of critical electrical cables, which were severed and stolen by unidentified individuals.

Despite this setback, the minister confirmed the station remains functional thanks to four operational pumps. « The station continues to operate with the remaining pumps, ensuring timely water discharge when required, » he stated. New cables have already been procured with World Bank assistance and are expected to arrive by July 1, with installation anticipated within one to two days.

Meeting reconstruction needs in affected areas

The delegation proceeded to Sabangali pumping station and generator workshops in the 10th district before concluding in the Toukra-Mousgoum neighborhood, where residents had faced demolitions by municipal authorities in the 9th district. The minister reassured affected households about plans for reconstruction and housing rehabilitation.

Safeguarding urban resilience against floods

The field visit underscored the government’s commitment to ensuring all PILIER project infrastructures are fully operational ahead of the rainy season. « All systems are functioning as expected, » the minister confirmed. The initiative aims to minimize flood risks and enhance N’Djamena’s long-term urban resilience.

The government remains steadfast in its infrastructure and stormwater management investments, emphasizing their vital role in protecting communities and improving living standards sustainably.
