The constitutional reform, which secured adoption by the National Assembly in late June, was spearheaded by the Patriots africains du Sénégal pour le Travail, l’Éthique et la Fraternité (Pastef) party, holding a parliamentary majority. Key provisions of this reform include a rebalancing of powers between the President of the Republic and the Prime Minister, an enhancement of the National Assembly’s prerogatives, and the proposed establishment of a Constitutional Court to supersede the existing Constitutional Council. The proposed legislation seeks to amend over thirty articles within the Constitution. It introduces a critical incompatibility, preventing an individual from simultaneously holding the office of President of the Republic and leading a political party.
