A landmark €348 million (3.7 billion Moroccan dirhams) initiative to bolster Morocco’s National Water Policy has been officially launched. This collaborative effort, led by the Ministry of Equipment and Water, brings together the European Union (EU), Germany, France, and Italy under the “Team Europe” approach.
Funding structure and strategic partnerships
The program’s financial backbone includes a €48 million grant from the EU, supplemented by three concessionary loans of €100 million each. These funds are administered through key development agencies: the French Development Agency (AFD) as lead partner, Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW). This coordinated funding model ensures efficient resource allocation and long-term sustainability.
Four key pillars for water resilience
The initiative targets four critical areas to enhance Morocco’s water security:
- Climate-adaptive water resource assessment: Strengthening data collection and analysis to anticipate climate-induced water stress.
- Disaster risk reduction: Improving systems to manage extreme events like droughts and floods.
- Water quality and ecosystem protection: Safeguarding freshwater sources and biodiversity.
- Groundwater conservation: Implementing measures to prevent over-extraction and depletion.
Alignment with regional and national strategies
This program reinforces Morocco’s commitments under two landmark frameworks: the Morocco-EU Green Partnership (signed October 2022) and the Mediterranean Pact (adopted November 2025), both prioritizing climate resilience and sustainable water governance. It also complements Morocco’s National Water Plan and the National Drinking Water and Irrigation Supply Program (2020–2027), ensuring cohesive policy implementation.
