Bénin: parliamentary session to debate two emergency bills on Friday

The 10th legislature of the Bénin National Assembly will convene this Friday at the Palais des Gouverneurs for a special plenary session. Two critical legislative proposals will be put forward under urgent procedure, demanding immediate attention from lawmakers.

Key legislative proposals under review

The session will focus on two pivotal draft laws: the 2026 supplementary budget bill and amendments to the law governing the office of the Ombudsman of the Republic. Both texts have been fast-tracked to align with the administration’s strategic priorities following President Romuald Wadagni’s inauguration and new governance framework.

Budget revisions reflect expanded fiscal vision

The supplementary budget proposal elevates the national budget from 3,783.984 billion to 4,086.620 billion FCFA, representing an 8% increase. Despite this adjustment, macroeconomic projections remain unchanged with a maintained growth rate of 7.5%. Personnel expenditure has been reduced by 9.8% through efficiency measures that do not impact scheduled recruitments or essential goods and services procurement.

Revenue projections have been adjusted upward by 2%, while investment expenditures surge by 8.5%, signaling a deliberate pivot toward development financing.

Social sector commitments reinforced

The legislative package places particular emphasis on social protection and human capital enhancement:

  • Education: Full implementation of free secondary school tuition for girls starting the 2026-2027 academic year, alongside expanded school canteen infrastructure
  • Health: Accelerated deployment of water points in schools and health centers, enhanced mandatory health insurance coverage, and expanded nutrition programs for the first 1,000 days of life
  • Child welfare: New initiatives targeting children in street situations and begging

Security and infrastructure investments prioritized

Public safety receives heightened budgetary attention through increased allocations for:

  • Enhanced urban video surveillance systems
  • Construction and rehabilitation of health facilities
  • Operationalization of the Calavi International Hospital
  • Sanitation and transportation infrastructure projects

Agricultural support measures introduced

In response to inflationary pressures from global crises, the government is introducing agricultural input subsidies to bolster productivity and strengthen national food security.
