Benin parliament passes revised 2026 budget law

The National Assembly of Benin has unanimously approved the revised budget law for fiscal year 2026 during a plenary session held on Friday, June 19, 2026. The legislation, adopted without any dissenting votes, adjusts state allocations to align with the government’s restructuring and evolving policy priorities.

This fiscal adjustment enables the government to reallocate resources mid-cycle, responding to structural changes in the executive branch and shifting national priorities. The Finance Commission presented the revised allocations in detail, highlighting adjustments to ministry budgets—particularly for newly created or restructured departments—to ensure they have adequate funding to fulfill their mandates.

While the core financial balances for 2026 remain intact, the revisions include reallocating credits to reflect the new government architecture. The Commission emphasized that these reallocations aim to enhance administrative efficiency, strengthen public policy coordination, and maintain state operations in critical sectors such as social spending, purchasing power support, agriculture, employment, and public investment.

Macroeconomic stability: growth and deficit targets maintained

The revised budget maintains the 7.5% GDP growth forecast for 2026, with the fiscal deficit capped at 3.1% of GDP—just above the 3% ceiling set by the West African Economic and Monetary Union (WAEMU).

The legislation also introduces measures to modernize the tax administration, including digitalizing audit procedures, improving taxpayer tracking, and adapting fiscal frameworks to the digital economy. New provisions target non-resident operators and revenue from digital platforms, aiming to broaden the tax base and boost domestic revenue mobilization.

Following parliamentary approval, the revised 2026 budget law now enters its implementation phase, with government agencies tasked with executing the reallocated funds and enforcing the updated fiscal policies.
