Bénin: Captain Elvire Toupe, a pioneering military leader at the heart of state affairs

The appointment of Captain Elvire Toupe as Aide-de-Camp (ADC) to the Head of State, Romuald Wadagni, marks a historic milestone in the annals of the Republic of Benin. This decision underscores a commitment to excellence and operational meritocracy, while serving as a powerful symbol of female empowerment in the military sphere.

From Porto-Novo to the pinnacle of the armed forces

Born on July 21, 1990, in Porto-Novo, Captain Toupe embodies the ideals of discipline and service. Her journey began at the prestigious General Mathieu Kérékou Military High School for Girls in Natitingou, where she became part of the first cohort of military students. This foundation laid the groundwork for a career dedicated to the nation’s defense.

Breaking barriers in infantry command

Her military education at the National Officers’ School (ENO) in Toffo from 2012 to 2014 culminated in her certification as an infantry section commander. Yet her professional versatility extends beyond the battlefield: she also holds a degree in Medical Imaging and practiced this profession for seven years with distinction.

Despite her success in the medical field, her calling lay in operational command. Today, she stands as the highest-ranking woman in Benin’s infantry, a testament to her unwavering dedication. Her career progression reflects a steady ascent through the ranks:

  • 2012: Commissioned as Sub-Lieutenant
  • 2015: Promoted to Lieutenant
  • 2021: Elevated to the rank of Captain

A career shaped by national and international service

The Captain’s expertise is further distinguished by her international experience. In 2019, she completed advanced military training at the Caribbean Institute for Professional Military Education in Jamaica. Her commitment to peacekeeping led her to serve as a Military Gender Adviser with the UN Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) from 2017 to 2018, where she contributed under high-pressure conditions.

Fluent in both French and English, with a passion for strategic reading and physical conditioning, she joined the Republican Guard in 2022. It was her role as commander of the Audit Court Security Section that solidified her reputation as a leader of unparalleled competence.

A symbol of merit over convention

The President’s selection of Captain Toupe to oversee his immediate security sends a clear message: in Benin, leadership is defined by skill and dedication, not gender. Her appointment signals the opening of the highest military echelons to the nation’s most capable and devoted professionals.
